This situation certainly generated governace changes, such as, Bali which was initially close to outside nations became more open, mainly to European countries, especially the Dutch. This openess had provided increasing opportunities for other foreign nations to come to Bali. In 1910 W.F.J. Kroon, a Resident Assistant for South of Bali, after obtaining suffclient input/contribution of through from Th. A. Resink on cultural preservation, hd issued an idea to establish a museum of ethonography in order to protech cultural objects from extinction.
The idea had obtained acknowledgement and supports from scientists, artists, humanist and support from all the king thoughout Bali. Furthermore Kroon ordered Grundler Kurt a German architect who at the time was in Bali as a tourist researcher to make plan together with the undagi ( Balinese traditional building expert ), among other, I Gusti Ketut Rai and I Gusti Gede Ketut Kandel of Denpasar. It must be realized that in order to make traditional buildings, the undagi might not ignore lontar ( papyrus ) Asta Kosala- Kosali, as well as some religious aspects as their main basis. While Kurt Grunder as modern building planners might further emphasize the strenght and function as a museum.
After passing through a fairly through preparation, finally it could be decided to build a museum in the form of architectural combination between temple (place of prayer) and palace (the royal palace). Established on a plot of and in an area of 2.600 m2 included three courtyard, namely, outer courtyard (jaba), middle courtyard (jaba tengah), and inner courtyard (jeroan); each courtyard is bordered by walls and gate ( candi bentar and candi kurung) as an entry gate, a Balai Kulkul (wooden bell tower) on the south of jaba tengah.
On the northwest corner a Balai Bengong stands where at the kingdom time, it was used by the royal family as a resting place when they wanted to observe the circumstances outside the palace. And in front of Tabanan Building, there is a beji(bathing place for royal family). The roof of the building made of fibers is only used for temple buildings in Bali. In the inner courtyard, there are three buildings; each is called Tabanan Building, Karangasem Building, Buleleng Building which are used to display the collections. The names of the buildings are taken from the name of the contributing area of the building and are considered to represent the architectural style of South Bali, East Bali and North Bali. After the construction was completed, then the museum was officially opened on 8th of December 1932 with the name of Museum Bali, and was managed.
